While it is difficult to install carpet and other floorings by yourself if you haven't done it before, painting and wallpapering is typically something that you can do on your own. You may also want to enlist the help of family and friends to do some of the painting or basic work to help keep costs down. Look for surplus stores that handle small lots left over from home construction projects for tiles, flooring, wallpaper and even fixtures for your home.
